I've read repeatedly over the recent past that the RBOCs will not be addressing QoS on their consumer DSL distribution networks. In one sense their use of ATM PVCs almost precludes much of the need for it, at this early stage.. but when the pipes fill up it will be required there, too.

Yes, the Data CLECs or DLECs are the ones who are offering VPNs to telecommutes through tunneling techniques, but I'm not quite sure which ones are providing SLA-backed QoS, or exactly what attributes they are guaranteeing.

I should point out that QoS needn't be a function of a particular set of protocols, solely, tho. It could simply result from an undersubscribed or right-sized network, where the mix of traffic is conducive to isochronous-type services. In other words, like the PSTN, where your voip UDP packets are not vying for space on a pipe with an IBM bulk data transfer application, whose speed approaches or is equal to the maximum rated throughput of the pipe, itself.
