It always happen after a drill program completes and new resource calculations are announced.

Therefore you must find out if the company is left with important zones to follow up after good drill results in the previous program, or if most of the area has been explored leaving mostly infill drilling to bring all the resources in the proven category.

Let say that the phase that follow this period and lead to the feasibility is usually a down phase in the stock unless the stock is a takeover candidate and a battle emerge.
