Dark Fiber Agreements

Can someone help me understand exactly what they are selling in these agreements?

For example, the news release states: [lvlt]will sell CoreExpress 23,000 miles of fiber in its network backbone. Dark fiber is fiber that has been installed, but without the necessary electronics to transmit information through the fiber.

I was under the impression that Lvlt was going to create bandwidth and lease its use, but not totally turn over control to a 3rd party. Is this agreement a lease? Or does Lvlt loose control over these fibers?

Please help the stupid . . .
