I never was able to figure out how consumption tax would be implemented on investment property vs. rent on that investment property.

e-bill said that stock investing would not be taxed because it is not "consumed". If that is also the case for the person buying the investment property, where he is not required to pay a usage fee, but the renters are, then that will never fly. Even the awful income tax we have now is more fair than that.
