Not so much a misrepresentation, but an oversimplification with probable intent to sensationalize. If you carefully read, there are a bunch of frequencies of light sent through. Each has it's own sine wave. They travel through the medium at different speeds. A tiny adjustment to the medium causes the phase of the sine waves to shift, but not together, the shorter wavelengths will shift from one peak to another faster than the longer wavelengths. The complete light is just the sum of all the sine waves and its peak value will be dependant on the phase (it will be at the place where all of the sine waves come together at the top of their cycle). The slight phase shift changes this position of the sum faster than any individual light wave is traveling. The same thing can be done with water and is a lot easier to see.
