There's more to it. Consider also that vendors are outsourcing manufacturing to Solectron and Celestica. These being now part of the supply-Chain (flying at supersonic speeds at the tree-top level)anything can cause a crash.

The guys want me load the factory (our in-house manifacturing capacity) today to get my eqt in ten weeks. But I can't because I depend on approval by the Frequency Management authority of this country I'm in. When I get my frequencies approved and order, I need the eqt yesterday but I have to wait ten weeks.

Lets think something really revolutionary: If the winter is harsh do we run out of fuel? No.
If we get an up turn on air travel, do we run out of Boeings. No.

Why not? Because the market has taken care of that. What if there were a spot market for parts?
