No parts shortage is not because parts are made in Taiwan, but because demand is so high for things like flash memory and other chips.

On the Atmel (ATML) conference call today (7/20) they said some parts for cell phones and handheld computers, etc. were in very short supply and Atmel could only supply some customers. They said some prices on bookings are actually going up. On some parts they were contracting with customers at locked-in higher prices. The new fabs won't be ramped up until next year, and then it will only barely meet the unmet demand. The same problem exists at other companies. What you heard from SSB and ML analysts about chip supply catching up with demand was false. There are shortages.
