Yes, it would turn into a bureaucratic and political nightmare. It is true, by the way, that there is not a lot of cleared land left, except for the arid West. Also, contemporary sensibilities would require decent housing, with running water and electricity, and a reasonably equipped farm, not just letting people build shacks and grow yams. That would cost a pretty penny.

Now, a modern equivalent is the enterprise zone concept, together with the program of letting people buy an equity stake in their public housing, both championed by Jack Kemp. The idea is to use minimal incentives to encourage urban renewal, largely tax abatement, and, by making buy-in easy, to encourage responsibility in maintaining housing property.
