That is how long ago the earth cooled enough for water to remain in a liquid state. That was an important event for life as we know it.

Why hasn't life been spontaneously erupting continuously
If new life forms have been erupting, they look suspiciously like the parents of other life forms that existed at the time. Once DNA based creatures appeared they quickly took over the planet. Any new organic soup becomes a meal much to fast to evolve into an effective competitor.
