Bell noted that the cable modem shortage due to a factory fire resulted in about a 50K explicit shortfall in subs. He believed that there was an further unquantified impact because the cable co. limited marketing in view of the modem shortfall.

To me this implies that they had the trucks to fill orders some number north of 50,000 but were constrained by the lack of modems for 50,000 orders and the lack of additional demand that might have been created had the MSOs spent more on marketing. This also implies that without extensive marketing there is not excess demand. Points out the pickle that Bell finds himself in. He realizes he needs to produce subscriber growth yet he is depending upon the MSOs for both the installation process and for the bulk of the marketing. Is it just me or does Bell look likes he's aged ten years on this job already.
