Having less uberjunk should make a differance.

I don't think the original text is publicly available online yet, but, the text of an eb news article copied into a message asserts that P 4 may have a "flaccidity" problem and that P 3 will be taken to .13 micron to maintain a competitive lineup. There is also a strange reference to the .13 micron P 3 on a copper process. The article seems to have some correctness issues, but anyway:
