The primary reason why ATHM is not aggresively pursuing self-installs is, imo, a combination of: (1) the cable companies that own ATHM keep 100% of the installation fees, (2) the cable companies pay for customer support, the need for which is greatly reduced with truck rolls vs. self installs.

Is this short-sighted? Very much so. Is that unusual for cable companies?

This problem wasn't going to be solved until someone took control of ATHM and started putting ATHM's interests ahead of the cable companies. Imo, AT&T is taking steps in the correct direction, but it'll take some time.

As I understand it, Cablevision owns 100% of OptimumTV, so their interest lies in getting as many subs as possible as quickly as possible because Cablevision, as 100% owner, gets all of OptimumTV's revs. With ATHM, OTOH, the cable companies "only" get 60% (?) of the ATHM subscriber revs and very little (?) of the e-commerce revs.
