Unfortunately, for many individuals in law enforcement, it is an "us versus them" mentality. They believe that most citizens are "the crazies" and the Constitution hampers them in getting their job description done in an efficient and orderly fashion. I know, I have personally known some urban police officers, detectives and one FBI man. This is the dominant mindset. Some even truly believe that everyone is guilty until proven innocent. I believe Hoover thought that. There is certainly plenty of evidence that leads one to suspect that. FT
