I am long on Q, but . . .

I have say I find "Joe" a little offputing.

I read one quote of him saying, "I feel like a fly in a nudist colony" when talking about telecommunications opportunities, which seems just a plain weird way to describe something.

Then in your link he says that, "Whether we stand alone, take over another company or become part of someone else," he declares, "Qwest is going to be one of the leading broadband Internet communications companies. Globally." If Q is taken over the buyer may be one of the leaders, but Q will be gone.

He says, "We're a predator.... We're going to change the industry.... We don't fear anything." Would a predator be so willing to sell themselves?

The guy seems a little unfocused and odd to me.
