they 40620 management platform is suppose to be the bast
or one of the best in the industry( one of major reasons ALA went after NN despite they-NN poor execution record).
I think the key for very large services provider will be
how good, secure and scalable system is and if can talk to
existing networks, which for sure they can not write down any time soon.

For example typical SBC Comm set is ATM Switch-router+ ATM based DSLAM and everything manage by 46020 manager
