Most third world countries have the institutions you talk about: Import/customs taxes, Gun control, social programs etc. to a larger extent than the USA. Although they are cited as the reason for them being poor, the situation is deeper than that. Even if capitalism is imported into these countries they are sometimes bastardized forms a.k.a crony capitalism e.g. Malaysia etc, where a currency crisis can cause social and political upheaval and big wall street houses can play havoc with the little guy by sucking out their investments in a moments notice.

What I really meant to convey in my article is that the Clinton/Gore Whitehouse, wall street and the Fed under Green Span are under the impression that the PC/Wireless/Optical Internet economy will cure the poverty and hunger in these third world countries. Even now some of these countries do not have extensive telephone network. They have a lot more basic infrastructure issues to take care of before they can effectively use the Internet. Now that the PC market in the US and Europe is getting saturated the IT/Net companies are clearly eager to sell their wares even if it means that they have to pretty much finance the deal 90%.

If these third world countries get some sense and not gulp down every IT stuff that gets thrown their way you can see a sharp decline in the so called blue chip techs like Intel.
