I think it is true that they don't care and their may be suspicion of speculating if the performed differently from the index they tracked. That don't care attitude does not apply to a fund family as a whole. That is why there will be all sorts of buying in different growth or tech funds managed by the same family, and the shares will just get transfered to the index fund at the appropriate time and booked at the closing price for that day. These family managers all have to sit together occasionally and make plans for the whole company.

I would think that for index funds the price should not be an important factor, when a company is added, it is for long term, they have to buy a certain # of shares which have to be held for a long term in their portfolios andas time goes by they have to buy or sell depending on the changes in weight of the index. These positions may have to be kept for many years.
