I just heard new licensees will need to negotiate with BOTH QCOM and SpinCo. My take is NOK can now pay whatever QCOM feels like charging for 3G, then they can pony up everything they have(GSM and W-CDMA) to get SpinCo's IPR.

Is Q they doing this because of the expectation of huge growth in chipset sales ... ?
