John, note KPMG's notes on the quiet period:

During the waiting period, only verbal selling efforts are permitted. No written sales literature is permitted other than the preliminary prospectus.

and

The SEC is sensitive to all public statements made by the company during the waiting period. The company should discuss with its counsel, accountants, and managing underwriter all press releases or other significant business transactions before they are issued.

Note that the key here is the issue of whether an effort is a selling effort or just information. As is clear in the portion I bold faced, press releases are permitted during this quiet period. Most companies just refrain from doing this just to make sure.
