No, it was done by Teddy Roosevelt, Woodrow Wilson, Franklin Delano Roosevelt, John Fitzgerald Kennedy, and Lyndon Baines Johnson. Clinton attempted to further it with a national healthcare system, but that atrocity was diverted.

The most guilty on the list are FDR and LBJ. Don't see any Republicans there. Although, if you want to trace back the beginning of the federal campaign to erode State Rights you can pin that on Abraham Lincoln and we was a Republican.
