Absolutely- the business of war is convincing people to kill. And people kill more efficiently if they hate sufficiently. It is hard to kill someone if you imagine him a caring father or husband or son- but if you demonize his family, his culture, his whole race and country- it's much easier to kill him. This has been with us as long as the ties of kinship have caused us to distinguish amongst ourselves- and that's a pretty long time. It belongs to humanity as a whole- although some cultures are more careful about rejecting these impulses than others.
