REPORTING TRADES...

The technical answer is NO, they cannot delay reporting. I believe NASDAQ requires that MM's report trades within 90 seconds of execution. Any holding up of trade reports would be considered a manipulative act. The SEC is constantly monitoring MM's for patterns of prints out of range and late reporting. If caught, MM's face huge penalties including censure and severe fines.

However, it is not uncommon for a very large block of stock to be taken down several levels out of the current market parameters. This is usually done to offset the risk of the MM taking down such significant size.
