In years past, any company that had proprietary control of an open architecture (Cisco : IOS, MSFT : Windows), never licensed the proprietary bits to others in the industry.

Microsoft always has licensed the use of Windows to its customers. It never sold the product outright. The distinction might be a fine one to some. But to me that distinction is critically important when comparing a license to use Q's CDMA technology with a license to use Microsoft's Windows technology; they're one and the same.

Convince me otherwise. :)
