The Post's Jan Ravensbergen writes that as vice-chairman of the Business Council on National Issues, Mr. Monty perpetually blasts government job-creation handouts and pitches for tax cuts. BCE, however, has quietly capitalized on Quebec's latest corporate welfare, loading up with $300-million of job-creation tax credits for CGI Group, the BCE computer-services subsidiary. Mr. Monty's personal approval is required for all major transactions at CGI. The BCE arm has grabbed one-fifth of the $1.5-billion of taxpayer cash to be dished out to companies moving into the $700-million E-Commerce Place project in Montreal. It works out to a taxpayer subsidy of $10,000 per year per employee. The provincial government insists that it is an investment that will pay dividends in five years. Critic Filip Palda, a professor at the University of Quebec, says the handout simply redirects resources from the rest of the Quebec economy.
