So I looked this up on the CBO, and I dont see much difference between the two parities. No administration from 1970 on has reduced expenditures. The Reagan and Bush Administrations appear to have been responsible for the largest buildup of debt (710 billion to 3 trillion), but thats probably due to reduced revenue and the cold war. In terms of percentage of GDP, govt spending increased until 1992. But, the percentage change isn't much. This is the URL I used.
