Not so sure, it depends on what the definition of "operating profit" is. He either meant net taxed profit excluding special items or he meant net un-taxed profit excluding special items.

The key, I think, is that apparently Ruiz mentioned the 207M figure in the same sentence as the 1 billion figure. (From translation of the Yahoo article:
With one almost on double conversion of 1,17 billion dollar (approximately 2.5 billion DM), risen, gained the chip manufacturer an operating profit of 207 million dollar. For the whole year company head Ruiz expects an operating profit of a billion dollar.

The 207M was actually the NET INCOME AFTER TAXES. The operating income (pre tax) was actually 250.2M in Q2 and 180.7M in Q1. If Ruiz said something like, "We made 207M in Q2 and we expect to make a billion $ for the year" then there is no question that he's talking a billion of NET, TAXED Y2K INCOME or $5.59/share.

If the 207M comparison is merely an editorial comparison by the news source, then Ruiz might have been predicted a total untaxed income of $1B. In that case, we've had $431M of pre-tax operating income so far, leaving $569M for Q3 and Q4. At a 20% tax rate (like Q2), that would work out to $2.54 for the second half and a total taxed Y2K income of $4.90/share.
