Sounds like excessive use of force to me. I sympathize somewhat with the cops who probably didn't know who they were dealing with, but shooting someone who is unarmed is wrong. I believe it used to be legal in some states to shoot a fleeing felon, but the Supreme Court ruled that was cruel and unusual punishment and unconstitutional. Driving off without paying for a tank of gas isn't a felony, though. Seems like a lot of people who wind up being shot by cops are retarded, semi-retarded, crazy, ill, or on drugs.
