"... I would have to think he would be of mind to say to the incumbents, "If you build a fiber pipe to the home, it's yours." Nothing against the ILECs, free enterprise being what it is, but at some point Telecom 96 has to fit in there somewhere. Beyond the Act, it goes back to the enigmas surrounding the r/o/w, UNE's, and if and when the lambda will ever be included as a category of UNE. We don't see incumbets rushing to split light beams into their constituent parts at the end points, and probably for some very good reasons, from their perspective. FAC
