I have been told by some pretty solid folks a long while back that this design is rated for 2.4G on Intel's 0.13. Is is possible some of the assumptions you are using are inaccurate?

Not likely. I suspect that the calculations they did were too simplistic process scaling, which does not account for the very serious issues of clock skew and jitter (particularly in a large design.)
