I think that would be very temporary, look for INTC to make a bid that would keep TXN out, imo.

Only for the holding period required by the IRS to allow the distribution of Spinco shares to the QCOM shareholders to be tax free.

and all the Qualcomm top shareholders are also shareholders of Spinco

Once Spinco is spun they will be independent companies with separate stockholders, etc. Only "official" link will be Dr. IJ as Chairman of both companies.
