As to MM shorting at the top. The specialist that handled the UPS IPO went bust shorting that stock after it opened.

Aren't the rules for specialists and MMs different concerning providing an orderly market for the stock?

In the case with UPS, wouldn't the specialist have had to go short if there was no supply of the stock and lots of demand? If UPS was a NASD listing, I don't believe that the MMs would have had the same obligation.
