Another explanation is that Cisco is a sales machine. That is Chambers' background and has been the company's obsession since day one. Being a fourth-degree black belt in sales enables them to do a lot of little things that add up. One of those things is reporting a month after every one else. A large percentage of tech deals are done in the last month of the traditional quarter (March, June, Sept, Dec.) By reporting a month after everyone else Cisco has more visibility into its real numbers.
