WSTL... I see the ACT formed on 6/28 and 6/29.

I have an IL violation? (the high was above the IL) on 7/21.

I was using 5/26 as one of the anchors.

WSTL since it did not smash the IL, might be one just to watch. Perhaps if it continues to go upwards it will smash the IL and surpass its previous high.
