I guess the idea is that the "confidence" that such an announcement implies would fall on deaf ears. In a more positive market, the confidence would increase the market's valuation of the company.

As you say, in the long run, it doesn't matter much. The bottom line may simply be that mgmt would rather focus on the business right now than be distracted by the paper work.
