In this book it certainly is. I'm a novice as to the inner workings of the Federal Reserve system, and I'm finding the book really informative. Bear in mind it was written in 1987, so it's not totally up to date. One interesting part is the way the financial deregulation in the late 1970s was restricting the control the Fed had over the money supply and the economy. Of course, since 1987 this has gotten worse (i.e. the Doug Noland scenario of unlimited credit creation beyond the banking sector).
