TX is also the most polluted state and the state with the most violent crimes per capita under 14 in the nation. And, TX has the highest precentage of girls under 12 that are under the poverty line. Clearly, Bush cannot even take care of a little state. How can he lead an entire nation? He can't.

I think it has had some effect in two ways. As I said , most of the current executions are from murders committed in the 80s. Hopefully the current crop of bad guys are seeing what can happen and are not committing as many murders and also juries may be looking much harder at giving the death penalty now.
