This may be the wrong answer because things have probably changed, but when my father wants local TV in the San Francisco area, he needs to do it the old fashion way with Rabbit ears because he has satellite TV. Maybe there's enough people like him? Problem is the UHF signal is so bad, it's not worth trying to get.
