HEY!!!
ABSOLUTELY REAGAN.
As joe-average citizen, it seems to me that Reagan accomplished several important things:
1. He brought the Cold War, and the threat of world war III from nuclear annihilation, to a close.
2. He was the first President in a long while to drum the theme of "smaller" government, and making government (and business) more efficient.
3. He was for less taxes, which served to help business reconfigure itself so it could better compete on the world playing field.

These themes have continued on, long after the close of Reagan's 2nd term. He deserves credit for promulgating these themes at the Presidential level. The 90's have been an extension of these themes, with different versions by both parties........but an extension nonetheless.

REAGAN on other matters, environment, diversity, national debt, blahblahblah can be criticized. But frankly, in 1980, if one had to pick THE MOST IMPORTANT ISSUES, I would have selected Nuclear War and our OLD Economy (inflation, government regulation, high taxes, less efficiency) as the most important.

I don't consider myself an expert in these matters, and the above views can and will be picked apart by others, but nevertheless, I think the wealth and success of the 90s in the USA began with the Presidential election of 1980.
