Would it be fair to say that a gorilla does not have to own intellectual property, but simply needs to control it?

Any gorilla has intellectual property, but the real issue is that their IP gets adopted as a standard instead of the competitors' IP. A gorilla exercises the control you mention by wielding its massive power over all the members of its value chain.
