David, have you ever heard the term,"the President proposes and the Congress disposes?" A good lesson for you is that no matter what the President wants to do the Congress has the final word. The Democrats controlled the Congress for 40 years until 1994 when the people had the good judgement to elect a Republican Congress. That Congress should get the major part of the credit for becoming frugal and going toward the surplus. Of course, the largest tax increase in history, that Clinton and Gore did propose, and unfortunately the Democratic Congress, in 1993, supported does play a part. It created a more unconscionable tax program. By the way, Gore was the deciding vote on that because there was a tie in the Senate. Gore broke the tie to tax the proceeds of Social Security. He was for taxing the seniors.

The budget surplus touted by clinton, is not a reality. It is based on hopes for the future. There is no surplus until the money is in the bank, and it ain't anywhere near there. Any slump in tech stocks, for instance, will toss that mythical surplus into the garbage can. Get real. ~H~
