The ranks of decent candidates to fill appointed posts in Democratic Administrations have thinned. Some of the best people on foreign policy bailed to become Republicans. On domestic policy, well, most of the decent Democrats remaining are in think- tanks and on journals, and are not really prepared to run a bureaucracy. Plus, a lot of them are too critical of simple- minded schemes to gain wide support, having become moderate.
