accurate with you. I should have said that the speed
limit does not limit the speed. Is it better?

Let me use your own example
to help you understand the situation:
If every driver rarely hits 65mph on your ranch road
because of bumps and dumps, raising speed limit
signs to 80mph will not help you to get to your
work faster, especially if you care about your
suspension.
