It may also be argued that sitting idly by as countries were assimilated may have escalated it to that level by the time the Poland issue came to a boil. There are proactive managers and managers who work only when forced to by crisis. Or take that back, the third category decides to do nothing when a situation escalates to a crisis.

Granted, he did assist in Turkey and Greece.
