I have to disagree with your thinking on Nortel's outsourcing the IT dept. These days, you've gotta be good and the best at what you do to be successful. And that applies to all levels and depts of a corporation. Nortel's business is not baby-sitting computers, servers, printers and the like. Outsourcing companies are specialized in this and they offer to meet and exceed what a company can do on their own. Banks and other financial institutions are the pickiest and least trusting bunch of people (for security reasons) you'll ever meet, yet they've been outsourcing their IT depts for a long time. Why do you think NT no longer buys computers but rather leases them? In the long run it's much cheaper and they will always have the newest and fastest technology for their staff.

Are you saying that only CSCO knows how to do this? Does CSCO also create their own database software, does CSCO also write their own ERP software.

Using 3rd party IT company to help manage your information systems requirement does NOT mean that NT is walking away from Web/Internet enabling all their business.

Companies like IBM, Ariba, Oracle, are in a different business than NT. Just as a company like GM who makes cars may sub-out their MIS needs, NT sees the MIS as a support function no different or more important than other corporate services like human resources.

In fact I would argue that off-loading mission-critical Mfg is MUCH MORE RISKIER for a company like NT who needs to now rely on third party vendors to mfg reliabily, economically and deliver on time.

There are many companies that are in the IT space who are 100% focused on building and managing MIS systems -- many companies who probably do it LOT BETTER than NT or CSCO and will always be better than NT and CSCO at the MIS game.

You go to a dentist to fix your teeth because that's what he does for living and that's what he specializes in. NT is going to information professionals who can do the job lot better than NT's own MIS staff. MIS is NOT the same as building networks.

If NT starts sub-contracting out R&D, engineering, network software development, etc..........then THAT is the time to bail out. Of course this will never happen.
