SAM... The only thing I can guess at is that sometimes when MM's and daytraders are chasing stocks in motion the daytraders and the MM's will be SELECTNET preferencing and buying on ECN's above the offering or selling below the bid. They are trying to get an execution because they know that the 'competition' is already all over the stock because it is in motion (they try to pay up or sell lower in order to ensure an execution). Thus, the ticker tape appears to either be 'ahead' or 'behind' depending on the direction of the stock. Otherwise I can't explain what you are seeing (unless one of your feeds is delayed?).
