DSL Industry Update
Rating changes on EFNT and WSTL - Buy to Hold.

* Starting June 1, 2000, DSL provisioning was transitioned from SBC to
Advanced Services Inc. (subsidiary of SBC) because of regulatory issues
related to the acquisition of Ameritech.
* We est. that inventory in the SBC channel increased significantly from the
March quarter to the end of the June quarter. Our analysis indicates that
there may be more-than-normal levels of inventory in the channel.
* A potential strike at VZ could have an adverse impact on CPE modem shipments
in the current quarter. We believe that WSTL is the primary supplier and
Efficient is the secondary supplier to this customer.
* Based on the issues discussed above, we are reducing our rating on Efficient
Networks (EFNT) and Westell (WSTL) from Buy to Hold.
