That is to say, a substantial portion of QCOM's IS-95 revenue and earnings growth (not to mention margins) is dependent on the whims of some bureaucrats in Korea.

Give me a break, the fact is that governmental influence is always part of the life in a lot of Asian countries. Why don't you talk about China, how many phone sales there are related to the government money? Tell me if China is a all out free market and Nok or whoever's sale won't be affected one bit!!!
