It has to be very unlikely, because Unicom is publicly traded. They should have a big interest in profit growth. But I accept there is a possibility that China may want to insulate its market by picking a standard combination that no other market uses. That would give Chinese manufacturers an edge; much like Japanese manufacturers have a domination in PDC market. Of course that backfires in the long term if export markets don't exist, but it's a pretty tempting choice in the short term.
