actually, that's a really crucial point. Take, oh, drugs. One kind of power is the ability to win a particular drug-related case once it comes to court. A second kind of power involves maneuvering it so that your case doesn't ever get to court--it's dismissed along the way, or not pursued vigorously, or never brought in the first place. A third kind of power is the ability to convince people that, say, drug use should or should not be a crime.

Different resources and strategies apply for all three situations. A strong value chain, for example, makes a gorilla very powerful, but in a different way than, say, $20 billion cash reserves would.

Short version: context is all, and pretentious longwinded disquisitions about abstract theory are not always very helpful.
