There's a gaping hole in the Gore plan also. With the government matching funds, many people can just borrow the money to place into an IRA, get the matching funds, and pull it out and probably just pay the 10 percent early withdrawal penalty. They pocket a nice $ 3400 profit for doing nothing, especially if their tax bracket is very low or they receive EITC since the $ 2000 contribution will also help them collect a bigger EITC. EITC is already one of the most fraudulent tax credit programs.
